As MS Windows 7 is a brand new operating system, I don't think that it is certified with Oracle Developer Suite 10g. (I'd check whether it is certified on Metalink, but ... guess what? My Oracle Support refuses to open. Sorry for the inconvenience.)

The fact that you managed to install that particular Oracle software on an uncertified operating system doesn't guarantee that you'll actually be able to successfully use it.

Therefore, perhaps you should use a combination that works: Windows XP + Developer Suite 10g.
