There's Installation Guide that follows every Oracle software product. I believe you should read it carefully and follow its instructions.

Dear,
Please also follow these Installation Guide for Weblogic Server.
1 - Use Administrator rights for the user.
2 - Install the JDK - jdk-6u20-windows-x64.exe
3 - Set Enviornment Variable.
a. Java-Home= C:\Program file\Java\jdk1.6.0_12
b. Path = C:\Program file\Java\jdk1.6.0_12
4 - Install weblogic Server using this download file wls1033_generic.jar ( download from Oracle website ).

Run this file through Command prompt.
C:\users\administrator\documents>java -jar wls1033_generic.jar

Also follow Oracle software Installation Guide from Oracle website.

Regards,
Irfan
